A Tuscarawas County judge has ordered an Amish mother into psychiatric treatment after concluding she was legally insane when her 4-year-old son drowned during a series of events at a lakeside campsite last summer.

Ruth Miller, identified by relatives and her church as a member of the Old Order Amish Church, was found not guilty by reason of insanity in Tuscarawas County Common Pleas Court. The ruling means the criminal case will not proceed to sentencing in the usual way; instead, the court will determine her mental-health placement.

Judge Michael Ernest issued the decision after reviewing three separate mental-health assessments as well as two police reports, according to WOIO. In court, Ernest summarized the experts’ consensus, telling Miller, “They all concluded that you suffered from some form of mental disease that prevented you from knowing the wrongfulness of your conduct.”

The case was decided by the judge rather than a jury after Miller waived her right to a jury trial last month, leaving Ernest to serve as the fact-finder.

Investigators tied the case to a string of incidents at a lake on August 23 and August 24. Police accounts say the situation began around 1 a.m. on August 23, when Ruth and her husband, Marcus Miller, went to a dock and entered the water, telling authorities they believed God was communicating with them and assigning tests of faith.

Ruth Miller later told detectives that after the couple returned to their campsite, her husband said he felt he had failed the religious “tests” and was “because he didn’t have enough faith.” She said he left again around 5:30 a.m., planning to swim to a sandbar some distance away. A witness supported that timeline, telling police they saw Marcus Miller at the dock about an hour later.

Later that morning, witnesses reported seeing Ruth Miller place her 4-year-old son, Vincen, into a golf cart around 8 a.m. She told investigators she threw the child into the lake to “give him to God.”

Police were called again on August 24 after Ruth Miller allegedly drove a golf cart carrying three other children—a 15-year-old girl and twin 18-year-old boys—into the lake. Those three children were not injured and were able to get out of the water on their own, authorities said.

After officers spoke with Miller following the golf-cart incident involving the teenagers, search efforts intensified for the missing child and the children’s father. Vincen’s body was recovered around 6 p.m. on August 23, police said.

Divers suspended the search for Marcus Miller overnight due to darkness, then found his body the next morning. Authorities said he was located roughly 50 yards from a dock at about 8:30 a.m.

Prosecutors filed multiple charges against Ruth Miller, including aggravated murder, murder, felonious assault, endangering children and domestic violence, all tied to her children. She was not charged in connection with her husband’s death.

WOIO reported that the court will hold a placement hearing on March 13, when Miller is expected to be sent to a psychiatric facility. Her attorneys told the station they hope she can eventually rejoin her family, and they noted she will be re-evaluated every three years.
