A Pennsylvania couple has been charged nearly a year after authorities discovered the decomposing remains of a man inside their home — a case police say involved months of neglect, a hoarded residence, and the continued collection of the dead man’s Social Security benefits.
James Bebout, 69, and Debbie Bebout, 64, face charges of theft, conspiracy, and abuse of a corpse after police determined they lived with the body of James’s brother, 64-year-old Michael Bebout, for roughly six months without reporting his death. Arrest warrants were issued this week, and the pair is believed to still be in Washington County.
The case first came to light in January, when James Bebout told authorities he had gone to bring his brother breakfast and found him “stiff as a board.” But by the time police arrived, investigators say Michael had long since decomposed.
According to a criminal complaint obtained by NBC affiliate WPXI, officers found only skeletal remains lying in a bed inside the home. Greene Washington Regional Police Chief Will DeForte described the residence as a “house of horror,” citing extreme hoarding conditions, wall-to-wall dog feces, and an overwhelming odor that made navigating the home difficult.
“In my 35 years of law enforcement, this was probably one of the most atrocious and horrific conditions we’ve ever found a decedent,” DeForte told the station.
Investigators believe Michael died of natural causes during the summer of 2024 while living with his brother and sister-in-law. Police do not suspect foul play in his death.
Some Social Security benefit payments feel as if they may be coming late in May. That’s because Wednesdays land later in the month than typical.
What followed, authorities say, was a prolonged effort by the couple to conceal the death while continuing to cash his benefits. DeForte said the Bebouts deposited approximately $20,000 in Social Security payments meant for Michael. Lt. Nathan Ferree of the Greene County Sheriff’s Office told ABC affiliate WTAE that Debbie Bebout “actually pretended to take care of him” during part of that time, while James was unaware of the deception.
Police say the couple made no attempt to notify authorities or arrange proper care or burial, instead allowing the body to remain in the home for months.
The Bebouts now face multiple felony and misdemeanor counts and will be taken into custody once located. Authorities say the investigation remains focused on fraud and concealment, not homicide, as the victim’s death appears to have occurred naturally.
