An 18-year-old Florida woman died aboard a Carnival cruise ship last week, prompting an FBI investigation into what authorities are calling an unexplained death at sea.

Her Death Remains A Shock

The passenger, identified as Anna Kepner of Titusville, was found dead on Saturday, Nov. 8, while traveling aboard the Carnival Horizon, a ship carrying nearly 4,000 guests from Miami to the Caribbean. Her family confirmed her death to ABC News, describing her as a bright, driven teenager who had already begun shaping her future. “She was a people person,” her parents, Chris and Shauntel Kepner, told reporters. “She loved being around people. She had that type of energy that just drew you in with her smile.”

Anna Wanted To Help Her Community

Anna had been preparing to enlist in the military after graduating high school in May. Her family said she’d already taken the initial test and spoken with recruiters. “She wanted to do something that would help her community,” they said. “She had already chosen her path.” The teenager lived in Titusville with her parents and two younger sisters. Friends described her as the kind of person who “lit up every room she walked into.” Her family echoed that sentiment, remembering her as someone who refused to let others stay sad. “If you were down, she’d make you laugh,” her mother said. “She was funny and kind and made people feel like they belonged.”

The FBI Is On The Case

Carnival Cruise Line confirmed that the Federal Bureau of Investigation is handling the case, as is standard when a death occurs on a U.S. vessel in international waters. “The death of a guest traveling on the Carnival Horizon voyage that returned to PortMiami on Saturday morning, Nov. 8, is being investigated,” a Carnival spokesperson said in a statement. “Our focus is on supporting the family of our guest.” FBI Miami spokesperson James Marshall said that federal agents boarded the ship after it returned to port and have launched a full inquiry. “No further information is available at this time,” he said, citing the ongoing nature of the investigation.

Carnival Is Keeping Mum

Carnival officials did not disclose where on the ship Kepner was found or what may have led to her death. The company said it is cooperating fully with federal investigators and providing support to her family. The Carnival Horizon is one of the cruise line’s largest vessels, capable of carrying nearly 3,960 passengers and more than 1,400 crew members. It frequently sails to the Caribbean from ports in Miami and Galveston, Texas. Deaths aboard cruise ships are rare but not unheard of, and when they occur, the FBI typically investigates whether foul play or negligence played a role. For now, those questions remain unanswered.

For Anna’s family, the investigation is secondary to the loss itself — a sudden, devastating end to a young life full of plans and possibility. “She was going places,” her mother said quietly. “She was supposed to come home.” The FBI has not said when it expects to release additional details, but for now, one family in Titusville is left searching for answers, mourning a daughter who went on vacation and never came back.
