President Donald Trump has signed an executive order aimed at strengthening protections for U.S. nationals detained unjustly overseas, in what the administration describes as a historic step to end “hostage diplomacy.”
The order creates new tools to hold foreign governments accountable, including economic sanctions, visa restrictions, and potential cuts to foreign assistance. Officials said the goal is to deter nations from using American citizens as bargaining chips in political disputes.
Mignon Houston, Deputy Spokesperson, emphasized the seriousness of the move. “President Trump signed an executive order to hold countries accountable for unjustly imprisoning Americans by designating them State Sponsors of Wrongful Detention,” she said. “Let our people go or face the consequences.”
The policy will allow the U.S. government to formally label countries that engage in wrongful detention practices. Once designated, those governments could face stiff penalties designed to increase pressure until detained Americans are released.
Houston also issued a reminder for travelers: “I remind U.S. nationals, including dual nationals, that you also have a role to play. Do not go to countries with a level 4 travel warning. Travel warnings matter. Be sure to review them at travel.state.gov.”
The administration framed the order as a twofold effort—punishing foreign actors while urging citizens to take precautions when traveling abroad. Countries with Level 4 advisories often include conflict zones or regions where U.S. relations are strained, making wrongful detention a higher risk.
According to Houston, the executive order reflects a broader policy shift: “Under President Trump’s leadership, America is back and Americans are back. This executive order ends hostage diplomacy once and for all.”
The move comes amid growing bipartisan concern about Americans detained abroad under questionable circumstances. Advocacy groups and families of detainees have long called for stronger U.S. action, arguing that foreign governments often see arrests of Americans as leverage in broader diplomatic disputes.
While details about the implementation process remain limited, the order marks one of the most direct U.S. responses to wrongful detention in recent years. By linking sanctions and travel advisories to accountability measures, the administration is seeking to send a strong message: unjust imprisonment of Americans will come with serious consequences.
