Cindy Rodriguez Singh, once among the FBI’s Ten Most Wanted fugitives, has been arrested more than two years after she fled the United States in the wake of her 6-year-old son’s disappearance.

Rodriguez Singh, 40, faces a capital murder charge in Texas for the suspected killing of her son, Noel Alvarez. The boy was last seen alive in October 2022 in Everman, a small city outside Fort Worth. Police said at the time Noel appeared “unhealthy and malnourished” around the birth of his twin sisters.

The case drew national attention in March 2023, when the Texas Department of Family and Protective Services requested a welfare check on Noel. During the visit, police said Rodriguez Singh lied, claiming Noel had been living with his biological father in Mexico. Two days later, she boarded a flight to India with her husband and six other children. Noel was not among them. Authorities later discovered she had applied for passports for all of her children except him.

Noel has never been found and is presumed dead.

The following year, in October 2023, Rodriguez Singh was charged with capital murder of a person under 10 years old in Tarrant County. A federal arrest warrant was issued the next month for unlawful flight to avoid prosecution. In July 2024, she was added to the FBI’s most wanted list, with a reward of up to $250,000 for information leading to her capture.

FBI Director Kash Patel announced the arrest on Wednesday but did not reveal the exact timing or location. He credited the agency’s field officers, federal partners, and Indian authorities for their coordination. “This is the 4th ‘10 Most Wanted’ fugitive arrested in the last 7 months,” Patel said, praising what he called “tremendous field work” and an administration that has given law enforcement “the tools to do their jobs.”

Rodriguez Singh has not been back to the United States since she fled. It is not yet clear how she was located or what arrangements are being made to return her to Texas, where she is expected to stand trial.

Elected officials in Texas were quick to respond. Sen. Ted Cruz wrote on X that he was “glad to see Rodriguez Singh being brought back to Texas from India, where she will finally face justice for the alleged heinous crime of murdering her child.”
