A Florida woman is facing multiple charges of child and animal neglect after authorities say she left her teenage son and seven dogs to live for two weeks in squalid, dangerous conditions while she vacationed in Las Vegas.
Jessica Copeland, 37, of Palatka, was arrested Tuesday, August 5, and booked into the Putnam County Jail on one count of child neglect, three counts of felony animal neglect, and four counts of misdemeanor animal neglect, according to the Putnam County Sheriff’s Office. She is being held on $36,500 bond.
Deputies were first called to Copeland’s home on August 4 after a family member requested a welfare check on her teenage son. Initially, deputies spoke to the teen outside the residence, who told them everything was fine. Without information suggesting otherwise, deputies left.
Later that day, another family member contacted authorities with video evidence allegedly showing animal abuse inside the home, including three severely emaciated dogs. Deputies returned and, with the teen’s permission, entered the residence. Inside, they reported finding “vile” conditions—garbage and debris scattered throughout, layers of animal feces covering the floors, and multiple dogs without access to food or water.
Four of the dogs were discovered locked inside a bedroom with about four inches of feces on the floor. Another was found in a cage in an emaciated state, while the remaining dogs roamed the living room, also surrounded by waste.
The teen allegedly told deputies that his mother had left on July 21 for a vacation in Las Vegas, and that various people had stopped by to bring him food. He also said the house had been in a similar state “for years,” claiming Copeland refused to clean it.
Photographs released by the sheriff’s office showed carpets matted with feces, piles of filthy belongings, gaping holes in the walls, and an artificial Christmas tree still standing at an angle against a wall. Images of the dogs revealed visible rib bones, sunken flanks, and other signs of severe malnutrition.
In body camera footage, Copeland can be seen telling deputies she had “just got back from vacation.” When informed she would be arrested, she complied without resistance.
Sheriff H.D. “Gator” DeLoach condemned the conditions as “both heartbreaking and infuriating,” saying the case went beyond neglect to “deliberate cruelty.” He added, “A mother made the conscious choice to abandon her own child in a filth-ridden home, surrounded by the stench of animal feces and suffering of neglected animals while she indulged on a two-week birthday trip to Las Vegas.”
The seven dogs have been taken in by Putnam County Animal Services and will be made available for adoption after rehabilitation. Court records do not yet indicate whether Copeland has entered a plea or retained legal counsel.
